  • Development of Rural Areas through Higher Education Institutions: The Case of Deggendorf

    The economic development of the Deggendorf region and the University of Applied Sciences Deggendorf are good examples of how political decisions and university strategy can contribute to regional development. Established in 1994 in a rural region in south-eastern Germany, the university has focused its activities on regional demands and trends. Study programmes, research labs and further education are focused on established regional industries as well as growing sectors. As part of the Bologna process, in 2002 the university started to reorganise its established Diploma study programmes and to introduce bachelor and master programmes. This process was finished in 2007 and led to much more focused education of engineers and managers. Further education was particularly identified as an important segment and is now covered by a dedicated institute with specialised master and certificate programmes. To better address the regional industries, a concept for a regional development agency was developed and established in cooperation with the District Deggendorf and the cities in the region. All these efforts have contributed to regional economic development. This can be measured on the basis of the number of spin-offs from the university, but also the number of newly settled businesses in high-tech and service industries which refer to the university and its services as a main reason for their location decision.

  • University of Aveiro: A Comprehensive Project Networking with the Region

    This article examines how the profile of the University of Aveiro, Portugal, has been developed through strategic planning and cooperation with stakeholders. In particular, the university’s interface with regional and local society is highlighted, and the academic developments which have enabled this. Special attention is paid to using the Bologna tools and degree cycles to respond to enhance the university’s profile and respond to changing stakeholder needs and opportunities. The article concludes with a brief discussion of the new contractual arrangements that have recently been agreed between the university and the government, and an overview of the university’s plans for strategic development within an open European Higher Education Area.
